You don't have to delete and recreate these notifications, you can:

stop gunicorn
backup your database
start gunicorn
delete notification
test
stop gunicorn
restore backed up database
start gunicorn

This will put you back to where the notifications are in place again.

Also, your info.log will show us if you have a ton of events firing when they shouldn't be or too often, please post this as well.

Exported settings -

Deleted all Notification and restarted Pi.

Still about 5-6 Sec delay when using GUI, refresh and response delayed.
When clicking on Menu items, when arming/disarming, etc..

Strange to see, don't see these issues here. If you can post your info.log to see if there are strange events going on that would be great.

Are you running ser2sock in SSL mode ?

Hmm, negative on that. Really need that info.log to see the events. Do you have cameras defined at all? Or are you just using your notifications for your cameras?

Actually, I did have three cameras defined under camera view. I deleted those and walaa.. Works smooth as butter.
I will stay away from Administrate Camera section in menu.

Might be the case with others if they use that feature.

Cheers

Absolutely is the case - that code uses a lot of CPU. Known issue here, I had just assumed you weren't using it since you were triggering your cameras manually via notifications.
